Action plan for more sustainable and inclusive parking in Romanian city

The APTA (Alliance for the Promotion of Alternative Transport) project aims to create a sustainable parking policy for the city of Iași, Romania. The alliance initiates public policy proposals for the development of sustainable urban mobility, which offer all Iași residents the opportunity to have an active and healthy lifestyle. Consequently, Iași is transformed into a more inclusive city with better organised public spaces that take into account needs of diverse users, from wheelchair users and elderly people, to car drivers and parents who go for a walk with strollers.

The project lasts around three months and involves a multidisciplinary team of specialists with practical experience gained in similar initiatives. There are several stages to the project:

• Collecting data from the field with the help of volunteers. This involves counting current parking spots and analysing how they are used.
• Building a cost model and implementation plan, which are informed by a survey on residents’ mobility needs. This involves, for example, the defining of zones and special-use areas.
• Delivering a parking policy with an action plan. The project also designs an information campaign about the importance of implementing the sustainable parking policy in Iasi.

For all residents of Iași
After the project is finished, the local administration implements the parking policy to increase the quality of life of Iasi residents. The project is significant for the general population of Iasi and dedicates special attention to inclusion of individuals with low income or disability. With its new policy, the APTA enhances the visibility of different modes of transportation to these groups.

Empowering pensioners with free transport 

The “Lifetime Cards for Retirees” project in Iasi, Romania, aims to provide pensioners over 65 years old with free public transport. Targeted at those with low incomes, the initiative offers a personalised SeniorIS card, which simplifies access to buses and trams. The card is linked to a unique QR code, automating the validation process and eliminating the need for regular visits to the transport office. 

Streamlining access and reducing barriers 
By automating the card activation and deactivation based on the beneficiary’s financial data, this project removes the need for elderly citizens to repeatedly visit counters to validate their transport cards. This hassle-free process makes travel more accessible for pensioners and increases their mobility in the city, enhancing their independence. 

Targeting vulnerable groups for improved mobility 
The SeniorIS card primarily benefits pensioners with low incomes, with over 42,000 beneficiaries already enrolled. The initiative also extends to students, providing them with discounted travel through a similar card system, making public transport more affordable for a wider range of people.

In 2020, the municipality joined the Intelligent Cities Challenge, focusing on creating an intelligent, sustainable environment. This initiative is driven by a blend of smart governance, mobility, and environmental practices, positioning Iasi as a model for future urban development. 

Innovative transportation solutions 
Key activities include expanding charging stations for electric vehicles, introducing public transport with bicycle racks, and implementing an Integrated Mobility Plan. The city combines bike, car, and scooter sharing with traditional transport, making mobility seamless and eco-friendly. An app for ticketing and real-time updates complements these solutions, enhancing convenience for users. 

Inclusive design for everyone 
Iasi’s Smart City project is designed to benefit everyone, including individuals with disabilities. Initiatives such as audio devices for visually impaired passengers and loudspeakers at transport stations ensure accessibility. By creating an inclusive, sustainable transport system, the project aims to improve mobility and participation for all residents, enhancing social inclusion.
